The index is designed to "measure gender-based gaps in access to resources and opportunities in countries rather than the actual levels of the available resources and opportunities in those countries. The methodology used to determine index scores is designed in such a way as to count situations in which men are disadvantaged relative to women as "equal". To monitor the condition of women across the widest possible range of countries, the index for a country is only computed when recent data are available for at least 12 of the 14 indicators composing the index. The obsolescence varies by indicator, yet, while most datapoints refer to the past two years, in few cases year-old data points are used for the calculation of the index. This tracker presents the sex-disaggregated data being reported by governments. Despite clear gender differences in COVID health outcomes, not all governments are reporting data separately by women and men. To attribute gender differences in COVID outcomes solely to biology however ignores the role that social environments, structures and norms are playing, and obscures the actions that can be taken to address these drivers. Some efforts are in place to redress this gap.
